Why Insert?

This is more of a philosophical question then a technical question. I am in the middle of building a physical stomp-box for sooperlooper which runs on a RPi. I've been trying to wrap my head around the original echoplex stompbox design, as I decide how to design my own stompbox, and I am scratching my head as to the purpose of "Insert".
Was wondering if anyone has any insight on why it exists. From how I understand it, it works as follows:
1. I have a 4/4 beat recorded and looping.
2. I want to add or "insert" something on beat 3 and 4 only.
3. I press insert on beat 3 and press it again after beat 4 is over, only adding sound to beat 3 and 4
Why not just hit overdub and remain silent until beat 3? I must be missing something about the usefulness of this button, because it was on the original EDP.
